Dicoveries on the Code

So far, this is what I have come up with...

1. The "?" seem to have motion blurs that are elongated farther than the rest. they seem to point to the numbers, although not confirmed in this is just an artistic tool.
2. Almost all the circles are the similar. 
3. Circle number 1 has a outlier.
4. There are more circles than "?"
5. The number 3 to the bottom left of each is common among all the circles.
6. The top of each of the circles differs, but some are the same.
7. All the cirlces either add up to 28,29, or 30.
8. If #1 is true, then they could act as arrows. If so, could they be added, subtracted, mutiplied or divided?
9. There are 8 digits in each circle.

Personal Inquires:

• Why is the first circle different?
• Why are the motion blurs the ay they are?
• How comes the Numbers directly to the top differing?

I will post any other serects I or another find, and then report ir back. until then, here are my annotations.
